It would be nice if you could use Apple Photos on a PC, but it's an "Apple Exclusive" service. In short, if you want to use iCloud Photos with full sync ability, you have to use an Apple product and use Apple's Photos program to store all your photos. If you specify an uploads folder, it will upload any photos in that folder from PC to the cloud Photos, but they will be treated as new photos, not edits to a previous version you downloaded from iCloud. When the files are copied to your PC, they are exported from the database and treated as copies, not the original file. Basically Apple Photos is a database, not files.
